The California Home Insurance Crisis — Explained

Over the past several years, major insurance carriers have significantly restricted or paused writing new homeowners policies in California — and in many cases, have non-renewed existing policies. State Farm, Allstate, Farmers, and others have all pulled back from the California market, citing rising wildfire claims costs and the limitations of California's rate approval process.

The result: hundreds of thousands of California homeowners — many in Sacramento, Placer, and El Dorado counties — have received non-renewal notices or are struggling to find affordable replacement coverage. FAIR Plan enrollment has grown dramatically as a result, often leaving homeowners with limited coverage at high cost.

If your property is in or near a wildland-urban interface area — including communities in the Sacramento foothills, El Dorado Hills, Cameron Park, Orangevale, Auburn, or the Sierra Nevada foothills — you may be facing these challenges right now.

The good news: an independent agent has access to options that a captive agent simply doesn't.

What We Can Do for You

1

Standard Market Search

Not every carrier has exited the Sacramento area. We have access to 20+ carriers and know which ones are still writing homeowners policies in specific ZIP codes — including some that captive agents don't work with. We start here and shop the full standard market on your behalf.

2

Non-Standard & Surplus Lines

For properties that the standard market won't cover, we have access to admitted and non-admitted (surplus lines) carriers that specialize in harder-to-place California properties. These carriers operate with more flexibility in the risks they can accept, often covering homes that standard carriers decline.

3

California FAIR Plan + DIC

The California FAIR Plan is the insurer of last resort — a state-run program that provides basic fire coverage for properties that can't get standard insurance. It's not comprehensive on its own, but we can pair it with a Difference in Conditions (DIC) policy to fill the gaps and give you broader, more complete protection.

Why an Independent Agent Matters More Than Ever

🔍

We're not limited to one carrier's appetite

A captive agent can only offer what their one company will write. We compare across 20+ carriers — admitted and non-admitted — to find who will cover your specific property.

📍

We know the local market in real time

The California insurance market is changing constantly. We stay current on which carriers are writing in which ZIP codes — so you don't have to spend hours calling around.

🤝

We advocate for you

From the initial quote to claims support, we're your agent throughout the process. If a carrier gives you trouble, you have a local professional in your corner.

📋

We can structure FAIR Plan + DIC correctly

The FAIR Plan alone leaves significant coverage gaps. We know how to pair it with the right DIC policy to give you protection that's as close to a standard homeowners policy as possible.

Home Insurance FAQ for Sacramento Homeowners

Don't panic — but do act quickly. California law requires carriers to give at least 75 days notice before a non-renewal takes effect, so you have time. Call us as soon as you receive the notice. We'll review your property, check which carriers are writing in your area, and present your options before your current coverage expires. The worst thing you can do is wait until the last minute.

The California FAIR Plan is a state-mandated insurer of last resort that provides basic fire, lightning, and smoke coverage for properties that can't get standard insurance. It is NOT a comprehensive homeowners policy — it doesn't cover theft, liability, water damage, or many other standard perils. It's a safety net, not a solution on its own. We recommend pairing a FAIR Plan policy with a Difference in Conditions (DIC) policy to fill the gaps.

A DIC (Difference in Conditions) policy is a specialty policy designed to complement the FAIR Plan. It covers the perils that the FAIR Plan excludes — including theft, liability, water damage, and other standard homeowners coverages. Together, a FAIR Plan + DIC combination can provide coverage that is reasonably comparable to a standard homeowners policy. We can help you structure this correctly.

Possibly — it depends on your specific property, ZIP code, construction type, proximity to brush, and other factors. Some standard carriers are still writing in parts of the foothill zone, and non-standard/surplus lines carriers have more flexibility. The only way to know for certain is to have an independent agent shop the market for your specific address. That's exactly what we do — call us for a free consultation.

Most cases are resolved within one to three business days. If your non-renewal date is approaching, tell us when you call and we'll prioritize your situation. We've helped many Sacramento-area homeowners find replacement coverage quickly — including properties that multiple other agents couldn't place.
